US says Azerbaijan meets fiscal transparency requirements

BAKU, Azerbaijan, August 15. Azerbaijan meets
the U.S. Department of State’s minimum requirements for fiscal
transparency, according to the U.S. Embassy in Azerbaijan.

The embassy said this was reflected in the State Department’s
2026 Fiscal Transparency Report.

“Fiscal transparency builds trust, strengthens accountability
and helps attract investment. Congratulations, Azerbaijan!” the
embassy said.

According to the report, the U.S. Department of State assessed
139 governments and the Palestinian Authority for fiscal
transparency. The assessment found that 73 governments met the
minimum fiscal transparency requirements, while 67 governments did
not. Of the governments that did not meet the requirements, 14 made
significant progressduring the reporting period.

Azerbaijan was among the governments that met the minimum fiscal
transparency requirements.

The assessment covered criteria including public access to
budget documents, disclosure of government revenues and
expenditures, publication of information on public debt, the
independence of state audit institutions and the auditing of
financial statements.




It also assessed the public disclosure of contracts and
licensing procedures related to natural resource extraction, as
well as government procurement contracts.

The report said fiscal transparency is an important element of
effective public financial management, helping build confidence in
markets and support economic resilience. According to the State
Department, transparent budget and procurement processes can reduce
the risks of corruption and unfair practices while creating a more
favorable business environment.

Along with Azerbaijan, Türkiye, Georgia, Kazakhstan, Uzbekistan,
Armenia, South Africa, Singapore, India and other countries were
listed as meeting the minimum fiscal transparency requirements.

The report said several African countries, including Angola, the
Democratic Republic of the Congo, the Republic of the Congo,
Cameroon, the Central African Republic, Chad, Ethiopia, Gabon,
Nigeria, Mozambique, Tanzania, Togo, Zambia and Zimbabwe, did not
meet the minimum requirements.
