Eight OPEC+ countries have agreed to increase oil production by 137,000 barrels per day (bpd) in December 2025, marking a partial adjustment to earlier voluntary cuts and reflecting a cautious response to current market conditions.
The decision followed a virtual meeting on November 2 between the eight participating nations:
- Saudi Arabia
- Russia
- Iraq
- UAE
- Kuwait
- Kazakhstan
- Algeria
- Oman
The countries previously announced additional voluntary adjustments in April and November 2023.
OPEC+ December output increase and early 2026 pause
The group confirmed that the new increase of 137,000 bpd will be drawn from the 1.65 million bpd additional voluntary production cuts announced in April 2023.
The adjustment will take effect in December 2025, after which the eight countries will pause any further production increments during January, February, and March 2026, citing seasonal factors and the need to maintain balance in global oil markets.
The eight participating countries said they may reinstate the 1.65 million bpd adjustment in part or in full, depending on evolving market dynamics.
They reaffirmed their commitment to closely monitor global supply and demand trends and to retain full flexibility to pause or reverse previous voluntary adjustments — including the 2.2 million bpd measure announced in November 2023 — to support overall market stability.
The coordinated approach reflects OPEC+’s continued caution in managing production amid steady global economic growth and low oil inventories.
Commitment to conformity and compensation
The countries also emphasised that this measure would allow them to accelerate compensation for any previous overproduction.
They reiterated their collective commitment to achieving full conformity with the Declaration of Cooperation, including all additional voluntary production adjustments monitored by the Joint Ministerial Monitoring Committee (JMMC).
They further confirmed their intention to fully compensate for any overproduced volumes since January 2024 and will continue to hold monthly meetings to review conformity, compensation progress, and market conditions.
The eight OPEC+ countries are scheduled to meet again on November 30.
