The People’s Bank of China and Bank of the Lao PDR launched a CBDC-enabled cross-border payment system, enhancing economic connectivity and transparent currency settlement between China and Lao PDR.

Launch of the China-Lao PDR Cross-Border Digital Payment Connect

On September 18, 2026, the People’s Bank of China (PBOC) and the Bank of the Lao PDR (BOL) introduced the China–Lao PDR Cross-Border Digital Payment Connect in Nanning. This initiative connects China’s e-CNY infrastructure with Lao PDR’s payment networks, facilitating easier and more transparent cross-border retail payments settled in domestic currencies. Unlike other ASEAN+3 QR links that typically connect commercial bank and e-money provider accounts, this Connect integrates a retail central bank digital currency (CBDC) with a domestic payment network, maintaining local-currency settlements. For a comprehensive understanding, one should examine its operational model, Hong Kong’s experiences with digital payments, and critical indicators for tracking this initiative’s progress.

Economic Significance and User Experience

The economic rationale behind this corridor is substantial, given the strong trade, investment, and tourism ties between China and Lao PDR. China remains Lao PDR’s top foreign investor, with investments exceeding USD 18 billion, while the Lao-China Railway strengthens connectivity. The Connect allows Chinese tourists and businesses to make payments to Lao merchants using e-CNY apps, offering an alternative to traditional cash and international card payments. Payments between Chinese customers and Lao merchants are simplified, as they require no additional infrastructure; a simple scan of a QR code facilitates near-real-time transactions, processed through LAPNet’s domestic payment channels.

Adoption and Future Outlook

Adoption and trust in the cross-border payment system hinge on effective oversight, strong AML/CFT measures, and resilient cybersecurity controls. Transparency in foreign exchange conversion, operational resilience, and robust data governance are critical. The arrangement surpasses cash-based channels in visibility and benchmarking performance. However, integration requires more than just technical connectivity; it depends on factors like wider reach, reliable service, and broader functionality. Lessons from Hong Kong’s e-CNY integration could offer insights for similar models across the ASEAN+3 region. Policymakers should monitor key areas, such as currency substitution and compliance risks, to ensure sustained adoption while preserving monetary sovereignty and advancing the integration model.
