SEC and CCIB raid Worldcoin exchange for unlicensed digital asset operations

On October 24, 2025, the SEC and CCIB raided the Worldcoin exchange for operating without a license. Suspects were arrested to protect users from scams and money laundering.


Bangkok, 24 October 2025 – In a joint operation, the Securities and Exchange Commission (SEC) and the Cyber Crime Investigation Bureau (CCIB) conducted a raid on the Worldcoin (WLD) exchange services at the iris scanning location, resulting in the arrest of suspects for operating an unlicensed digital asset business. The operation was taken to protect users from potential scams and money laundering. 

On 24 October 2025, the SEC and the CCIB jointly conducted a raid on WLD exchange services at the iris scanning location, identifying an exchange service provider potentially constituted to be operating digital asset business under Section 3 of the Emergency Decree on Digital Asset Businesses B.E. 2561 (2018) without license in contravention of Section 26, subject to penalties under Section 66 of the same act.* The investigator has arrested suspects for committing the offense, subject to further relevant law enforcement proceedings.    

Ms. Jomkwan Kongsakul, SEC Deputy Secretary-General, stated at the joint press conference with the CCIB after the raid and arrest of the suspects on the same day: “This collaboration will enhance the effectiveness of law enforcement in prosecuting and suppressing unlicensed digital asset businesses, while protecting users from lack of legal protection and mitigating risks of scams and money laundering.”  

Earlier, the SEC issued a public warning regarding activities that may constitute operating digital asset business without license and advised the public to be careful when exchanging WLD coins with unlicensed operators. The SEC has continually monitored the activities of digital asset business operators, emphasizing compliance with regulations for offering services related to digital assets and sale promotional activities. Business operators must not engage in or support illegal activities. If any violations are found, the SEC will take legal action accordingly. 

The public and investors are strongly advised to exercise caution when using services from unlicensed digital asset business operators, as they will not receive legal protection and are at risk of being scammed, as well as exposed to money laundering risks. A list of licensed business operators is available at www.sec.or.th and via SEC Check First application, while a list of unauthorized individuals outside the SEC supervision is also available at Investor Alert on the SEC website via https://market.sec.or.th/public/idisc/th/InvestorAlert.
