EBRD unveils progress on Tajikistan’s energy, water, and transport sectors (Exclusive)

BAKU, Azerbaijan, November 19. The Khatlon
E-Buses project in Tajikistan, previously known as Bokhtar E-Buses,
may be reviewed by the European Bank for Reconstruction and
Development (EBRD) Board of Directors in mid-December, a source
from the bank told Trend.

The project entails a sovereign loan of up to $7.4 million,
complemented by a $4.1 million investment grant from the EBRD
Shareholder Special Fund (SSF), aimed at financing the procurement
of up to 50 electric buses and the necessary infrastructure for the
public transport operator in Bokhtar.

In addition, the EBRD provided updates on several other ongoing
initiatives in Tajikistan. The Yavan Water project is currently
awaiting the signing of the project support agreement, with
developments anticipated by the end of the year. This initiative
includes a sovereign loan of up to $2.7 million, matched by an
equal grant from the SSF, intended to modernize water supply
infrastructure in Yavan city. Furthermore, the bank has initiated
the procurement process for consultants who will oversee project
implementation and supervision.




The Dushanbe District Heating project, which was initially
launched in 2021, saw financing agreements signed in October 2025,
with implementation contingent upon government ratification. The
project is funded through a $5 million sovereign-guaranteed loan
and a $5 million grant from the EBRD Shareholder Special Fund
(SSF). Its primary objective is to rehabilitate the city’s district
heating infrastructure, which includes the procurement of
operational equipment, the installation of smart meters, the
refurbishment of pumping stations, and the expansion of the heating
network.

As of September 30, 2025, the European Bank for Reconstruction
and Development (EBRD) reported an active investment portfolio in
Tajikistan totaling $575.4 million. A significant portion of this
portfolio, 88 percent, or $505.6 million, has been directed toward
sustainable infrastructure projects. The corporate sector accounts
for €16 million (3 percent), while financial institutions represent
$49.9 million (9 percent) of the total portfolio. Currently, the
EBRD oversees 77 active projects, with operating assets valued at
$398.7 million. Since beginning operations in Tajikistan, the EBRD
has invested over $1.1 billion across 185 projects, with total
disbursements and issued guarantees amounting to $989.2
million.
