Russia has blatantly violated international treaties by abducting more than 19,000 children from Ukraine, according to Mariam Lambert, the director of the Emile Foundation, which helps children affected by conflict. She told RFE/RL’s Ukrainian Service that it’s time for global agencies to step up and enforce the rules — or others will feel free to break them as well.
