Thailand is making significant strides toward fostering responsible and inclusive artificial intelligence. In collaboration with Thai institutions, UNESCO has conducted a national assessment evaluating the country’s preparedness across five essential dimensions: legal, social, scientific, economic, and technical.

The report highlights both progress and challenges while offering policy recommendations to guide Thailand toward ethical AI development aligned with international human rights and sustainability standards

  • Thailand has a national AI strategy, but lacks AI-specific laws and risk-based regulatory mechanisms.
  • A talent gap of 80,000 AI professionals poses a major barrier to scaling innovation.
  • Vulnerable groups—rural communities, minorities, and the elderly—face persistent digital access barriers.
  • Over 28,000 government datasets are publicly available, yet quality and reuse remain limited.
  • The report recommends urgent development of ethical oversight systems, AI testing infrastructure, and cross-sector coordination.

With the right investments and implementation, Thailand can transition from strategic planning to real-world action—building an AI ecosystem that is ethical, inclusive, and globally aligned.
