Cannabis as a Controlled Substance
As of June 23, 2025, the Tourism Authority of Thailand (TAT) informs visitors that cannabis flower is now a controlled substance in Thailand. This change follows a new regulation issued by the Ministry of Public Health under the Thai Traditional Medicine Wisdom Protection and Promotion Act B.E. 2552 (2009). This regulation replaces the previous directive from November 2022. While cannabis was removed from the narcotics list in 2022, it was intended solely for medical, research, and health-related uses.
Stricter Regulations for Tourists
The 2025 regulation enforces stricter rules nationwide on the use, sale, and possession of cannabis flower, targeting its potential misuse. Tourists are prohibited from engaging with cannabis flowers unless prescribed by a licensed Thai medical professional. Even then, the supply is limited to a 30-day medical necessity. Unlicensed cannabis shops, especially those targeting tourists, may operate illegally, with authorities actively monitoring sales and cracking down on violations.
Prohibited Sales and Responsible Tourism
Cannabis products cannot be legally sold online, via vending machines, or advertised. Additionally, sales are banned in public spaces like temples, parks, and amusement venues. TAT urges visitors to avoid engaging with cannabis unless verified by licensed providers and warns that seemingly tolerated practices were never legally approved.
