Super El Niño Intensifies, Putting ASEAN Rice and Food Security at Risk

Southeast Asia is heading into the second half of 2026 facing its most significant El Niño event in nearly a decade, and the numbers coming out of the region’s meteorological agencies are no longer speculative. The ASEAN Specialised Meteorological Centre confirmed in its August update that the Niño3.4 index had reached 1.3°C in July, with further strengthening already underway in early August. NOAA’s Climate Prediction Center now puts the odds of a very strong event through the northern autumn and winter above 90 percent, with a peak expected between November 2026 and January 2027.

Super El Niño confirmed and intensifying

  • A major Super El Niño has formed in the tropical Pacific, confirmed by NOAA, WMO, IRI and Copernicus, and is expected to peak Oct 2026–Jan 2027 .
  • Southeast Asia consistently shows the strongest global El Niño signal, with widespread drought forecast across Indonesia, Malaysia, the Philippines, Thailand, Myanmar, Timor‑Leste and Papua New Guinea

The term “Super El Niño” is informal rather than a recognised scientific threshold, but at the intensity now being tracked, forecasters are drawing direct comparisons to the 1997-98 and 2015-16 events, both of which left lasting marks on the region’s agricultural output, water security and inflation trajectories. What has changed since those episodes is the scale of exposure: ASEAN economies are more trade-integrated, more urbanised and, in several cases, already contending with cost pressures unrelated to weather.

From La Niña to a strengthening El Niño

The shift happened faster than earlier seasonal outlooks anticipated. As recently as March, the ASMC was still describing La Niña conditions weakening toward neutral, with El Niño development seen as one of several possible outcomes for mid-year. By June, the region’s meteorological centres were treating an El Niño return as the base case. By August 4, the ASMC’s seasonal outlook was warning explicitly of drier and warmer than normal conditions across southern Southeast Asia through October, driven by an index some forecasters say could rank among the strongest in 75 years.

A positive Indian Ocean Dipole is expected to develop over the same period, a configuration that historically compounds El Niño’s drying effect on the region and raises the risk of the kind of fire and haze events that have periodically disrupted air quality in Singapore and Malaysia.

Rice and the region’s most exposed export

The clearest economic signal so far is in rice. Thailand received roughly 60 percent less rainfall than normal between January and April, and Bangkok’s export price reached 490 dollars per metric tonne by the end of June, up 27.5 percent since the start of the year. Thailand’s rice exports had already been under pressure this year, as TBN reported when a widening price gap with Indian rice began redirecting Nigerian demand toward Indian parboiled supply, and the drought adds a second front to that competitiveness problem.

Analysts tracking the compounding effect of El Niño and a positive Indian Ocean Dipole estimate regional rice output could fall by 2 to 8 percent. The midpoint of that range, a 5 percent decline, is roughly equivalent to removing Thailand’s entire annual rice export volume, between 7 and 8 million tonnes, from world markets. Vietnam, which supplies the large majority of the Philippines’ rice imports, faces similar production risk, a dependency the Philippines’ own food security planners have flagged as a source of vulnerability given its comparatively thin reserve stocks.

Palm oil carries similar weight. Indonesia and Malaysia together account for roughly 90 percent of global supply, and drought-driven yield losses in past El Niño years, including a 20 percent production drop in Malaysia during 2016, illustrate how directly the crop tracks rainfall. Industry officials have been more cautious this time about predicting steep declines, citing better labour availability and newly maturing plantations, but the underlying weather risk has not gone away.

Inflation, trade policy and second-order effects

The macroeconomic read-through extends beyond the farm gate. Research cited by Allianz puts the typical inflationary effect of an El Niño event at around 5 percent for global food prices within a year, and notes that the 1982-83 and 1997-98 events produced cumulative global income losses of 4.1 and 5.7 trillion US dollars respectively over the following five years. Sugar, palm oil and rice are flagged as the commodities most exposed to price volatility this cycle, alongside cocoa and robusta coffee.

Human security impacts: food, water, displacement

  • Rice—half of Southeast Asia’s caloric intake—faces 2–8% output decline; the Philippines alone may lose up to 700,000 tons .
  • The Philippines is already strained by recent disasters and is among the highest‑risk countries for humanitarian impact .
  • Fish production (critical for Indonesia’s protein intake) will become more volatile; Thailand, Vietnam and Indonesia face multi‑sector water stress .
  • Southeast Asia accounted for 13+ million of the 30 million people displaced globally by disasters in 2025, showing how quickly pressures compound .

A recurring feature of past El Niño-driven shortages is export restriction. India, Vietnam and Thailand have each curbed rice shipments during previous supply shocks to protect domestic prices, and the same governments are being watched closely for signs of similar measures should the current drought deepen through the fourth quarter. Any such move would tighten global supply further and accelerate the price effects already showing up in Bangkok’s export quotes.

Thailand’s broader trade position adds another layer of exposure. The kingdom’s trade deficit has already been widening on the back of energy costs and softer agricultural exports, and a weaker rice and rubber harvest would add further strain to a current account that has limited room to absorb new shocks. Elsewhere in the region, the energy price volatility already weighing on East Asia and the Pacific’s growth outlook compounds the picture, since higher cooling demand during an unusually hot, dry season typically pushes up regional energy imports at the same time food import bills are rising.

Tourism, a pillar of the Thai and regional recovery narrative, faces a more indirect risk through heat stress and haze rather than a direct demand shock, though extended dry-season heatwaves and reduced water availability in popular destinations could weigh on visitor experience during peak arrival months.

ASEAN’s climate coordination remains weak

  • Only Singapore submitted updated Paris Agreement pledges on time; four ASEAN members are more than a year late .
  • No ASEAN‑level body exists to coordinate cross‑border climate mitigation or adaptation .
  • Haze‑related pollution exposure could rise from 25 million to 70 million people during peak El Niño .

Thailand’s government has already stood up a formal response, built around water resource management, a national disaster insurance scheme, and a longer-term net-zero adaptation plan under the Department of Climate Change and Environment. The DCCE has said its priority is closely tracking rainfall and temperature anomalies to guide drought management and reservoir planning through the peak risk period late this year.

The next real test of these forecasts comes in October, when the ASMC is due to issue its October-to-December climate outlook through the ASEAN Climate Outlook Forum. If that bulletin confirms a strong El Niño alongside a positive Indian Ocean Dipole, expect fire and drought emergency measures to escalate across Indonesia, Malaysia and Thailand, along with a higher probability of export restrictions on rice and palm oil. A signal of rapid weakening, by contrast, would let authorities scale back preparations and ease anxiety over food security through the first quarter of 2027.

For now, the region is operating on probabilities rather than certainties, but those probabilities have moved decisively in one direction since the spring, and ASEAN’s food-exporting economies are the ones with the most immediate exposure.
