BAKU, Azerbaijan, August 7. Uzbekistan
Technological Metals Complex (TMK) has signed a trilateral
memorandum of cooperation with China Civil Engineering Construction
Corporation (CCECC) and green hydrogen technology provider Hygreen
Energy to develop large-scale green industrial projects in
Uzbekistan.
This was reflected in the statement by the TMK.
The agreement aims to support the construction of modern green
hydrogen production facilities under the Engineering, Procurement,
Construction and Financing (EPC+F) model, combining engineering,
equipment supply, construction, and project financing.
The partners plan to assess the development of advanced
electrolyzer complexes in the Nurabad and Akhangaran districts,
while exploring opportunities to attract international financing
for the projects.
The cooperation will also focus on expanding collaboration in
engineering, project management, and the transfer of advanced
hydrogen technologies to Uzbekistan, alongside the introduction of
innovative industrial solutions for the deep processing of critical
minerals and the development of low-carbon metallurgy.
“The signing of the memorandum marks another important step
toward establishing a modern industrial cluster in Uzbekistan that
combines deep processing of critical minerals, advanced
technologies, and green energy solutions,” TMK said.
CCECC, one of China’s leading international engineering
companies, brings extensive experience in delivering large-scale
infrastructure and industrial projects worldwide. Hygreen Energy is
among the fastest-growing companies in the green hydrogen sector,
specializing in electrolyzer manufacturing and integrated hydrogen
energy solutions deployed in major international projects.
The memorandum aligns with Uzbekistan’s broader strategy to
diversify its industrial base, increase value-added processing of
critical minerals, and accelerate the transition toward low-carbon
manufacturing. Green hydrogen is expected to play a key role in
decarbonizing energy-intensive industries, including metallurgy,
while supporting the country’s ambitions to become a regional
center for sustainable industrial production.
According to TMK, the planned initiatives are expected to
strengthen Uzbekistan’s position as a regional hub for critical
mineral processing and green industrial technologies by combining
advanced manufacturing, clean energy solutions, and international
investment with modern industrial infrastructure.
