India directs oil and gas companies to share import, export data

Amid an intensification of the conflict in West Asia, the government has directed all the oil and gas companies in India to share details of inventories, exports and imports with its data processing arm, the Petroleum Planning and Analysis Cell (PPAC).

The world’s third largest fossil fuel consumer imports more than 85 per cent of its crude oil, 60 per cent of its liquefied petroleum gas (LPG) and almost half of its liquefied natural gas (LNG).

The Ministry of Petroleum & Natural Gas (MoPNG) in a notification said that the order is for entities engaged in production, processing, refining, storage, transportation, import, export, marketing, distribution or consumption of petroleum products or natural gas

The oil and gas firms including importers and terminal operators to furnish to PPAC, information relating to production, imports, exports, stocks, storage, allocation, transportation, supply, consumption and utilisation of petroleum products or natural gas, aggregated or disaggregated by geography, time or consumers as may be specified, it added.

“The information shall be furnished in such form, manner, electronic platform and periodicity as may be specified by the Central Government or by PPAC and may include daily, weekly, monthly or other periodic returns,” it said.

The obligation to furnish information under this order shall apply notwithstanding anything contained in any contract, agreement, commercial arrangement or confidentiality obligation and no entity shall refuse to furnish information required under this notification on the ground that such information is commercially sensitive or proprietary.

The provisions of this order shall be in addition to and not in derogation of the provisions of any other orders published in this regard, MoPNG said.

On issuance of the notification by the government, MoPNG Joint Secretary Sujata Sharma in Thursday’s inter ministerial briefing on West Asia said “It is to give the legal strength. Now everybody has to give the information. PPAC was getting it, but now with legal force it will be better implementable.”
